QVL is useless, ignore it.
For Ryzen, anything below 2933mhz is pointless. CPU performance on Ryzen is a direct reflection of the memory speed and latency, so yes, paying a little more for memory that is 3000-3200mhz is worth it. Do not go with a low speed kit that is less than 2933mhz or you'll end up wondering why your brand new system lags so badly.
There are plenty of kits that will work for much less than 160 dollars.

both as budget options. Obviously there are better options that cost more, but either of these sets should be fine. Team memory, I'd stick to models that are 3000-3200mhz and have a CAS 14 latency, meaning they are equipped with Samsung B-die memory chips and are high quality. The rest, is hit or miss.
If you want to go with 3200mhz sticks, these would work fine as well and will have a profile already fully designed to play nice with Ryzen.
