Need help really fast about overclocking

I have overclocked my AMD FX 4130 to 4.02 Ghz ..

I dont understand why im getting that 0.2ghz more meaning 4.02 Ghz, I only want 4.0 Ghz

Why am i getting this 0.2? I dont understand?

I tried to overclock to 4.5ghz but when i restart my pc wont restart, I have to turn of PC to get it working again.

My temps right now is CPU Temp is 39C MB Temp is 36C

no a aftermarket cooler goes on the cpu and cools it better than the stock cooler.

I researched it and it costs around £25 - £30, Looks easy to install, You take off the fan onto of the CPU and put the cooler on

yeah use it also could you choose me best answer.
