Need help to choose a graphics card

I have a core2quad q8400 cpu with 8gb ram and 400w seasonic psu

I want to play csgo at 100fps (at least stable fps around 80)
So can you all help me to find a proper gpu because i can spend around 100usd (55gbp) only.

I don't play any other games than csgo so i don't think that its worth going for a new gaming budget pc based on Pentium g4560 cpu and wasting money just to play csgo at a better fps.

A GT 1030 or a used 750 ti would be your best bet, but it will be bottlenecked by the q8400. you will hover around 80 to 100 fps but it will drop below 80 quite frequently. Should stay over 60 fps though which is the only thing that matters since I assume that your monitor will only be at 60Hz. You won't notice any drops unless the fps go below 60. If you can get a Gtx 1050 for a 100$ get that.

what i feel is that when going for 750ti or 1050 my cpu won't let the gpu to give it maximum output because csgo is more of a cpu based game so i wont be able to get the maximum out of these 2 gpus....
i am thinking of gt 1030 in mind but it itself 100usd in my country :( and if i don't get what i expect then it will be loss for me. My monitor operates at 60-75 hertz but for the dvi port its 60Hz therefore i have set launch option to work at 60Hz. Now what i want to know is whether gt 1030 will do enough under lower settings to at least get 80 fps stable?

As you said the game is more CPU bound. The 1030 should get you and average of over 150 fps but your CPU will hold it back. The q8400 will cause framerate drops into the 60s. But as I said, That's not a proplem since your monitor is at 60Hz which means it doesn't actually display more than 60 fps. As long as you stay above that you will never notice any frame drops.
