Question Need help, weird case of poor in game performance

So my main issue is with the game rainbow six siege (after removing Vulkan and having to use Dx11 or Dx12) PLEASE READ CAREFULLY VERY DETAILED SND UNIQUE CASE

My specs are: i5 10400F 16 GB ram 3200 MHz but running at 2600 MT/s due to CPU 1660 TI 6 GB GIGABYTE H510 H

So i noticed something really weird, my temperatures are very good in game around 60-70 C. In game, my GPU usage is very low (40%-60%), CPU usage is kinda high (60%) and the wattage is 85-95 watts, so my FPS is around 90-120 FPS which is really bad compared to vulkan performance. I have tried every tweak there is (XMP profile, GPU acceleration, nvidia settings maximum performance, high performance power plan, no vsync, etc) nothing worked and nothing helped my GPU usage. I have noticed however mid game, when I press pause (game is still active behind the pause menu) the wattage jumps to 120 W, FPS goes to 200+, GPU usage 95%+, CPU usage 40%. In addition, when I alt tab out of the game, opening task manager or any sort of performance monitor shows no usage as if alt tabbing out of the game means the game isn’t ever running at all.

Please help this has been very irritating, today while playing GPU usage went as low as 30% and my FPS didn’t get higher than 90. ALL LOW SETTINGS.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

To add, your board can do DDR4-3200MHz, did you enable X.M.P in BIOS? You mentioned game, what titles are we looking at here? Where did you source the installers for said game(s)?

Did you use DDU to remove all GPU drivers(intel, AMD and Nvidia) in Safe Mode, to later install the latest GPU sourced from Nvidia's support site, in an elevated command?

My board CAN do 3200 MHz, but my CPU cant. Also mostly FPS games, as I said (Rainbow Six Siege). Steam.
I have no idea why there is less wattage when the game is paused (the game is still running behind the pause menu) with 120 W and 95% GPU usage. Unlike when unpaused with 30-60% GPU usage and only 85-95 W of power used.
