Can't really see a reason to buy an older CPU. 13th gen is available, more performance per dollar by a good margin. Particularly the 11900kf, can just buy an 11700K and overclock it to the same performance. Short answer, get an 13700K and Z690/Z790 motherboard.

SATA SSDs are not really ideal. You should be looking at NVMe drives. These can be as much as 10 times faster or more, and cost about the same.

PSU is too light for a 3080/3080Ti/3090, you want at least an 850W. Also the 4070Ti to look at. Performs better than all of them and is one generation newer, cost is lower than the cheapest 3080 at the moment.

I'll try a quick build to see what the UK market is like.

13700K, 64GB DDR5, 1TB NVMe PCIe 4.0 SSD, and a 4070Ti. UK prices for 3080 are still lower, but not enough to make up the difference in performance.

A lot depends on your monitor.
If you have a 1080p 60hz monitor this would be in the 1600 area.

Can't really recommend a video Card without knowing your monitor.
If your using a 1080p 60hz monitor this would be fine at about 1600.
