Need Help With Build

So I am currently building my first PC, and it is going horribly.

Forgot to finish this last night xD I've fixed most the issues but the last thing is the power. We plugged it in and my dad got it to work. The fans and stuff are spinning and he LEDs are on, but the LEDs blink and the fans like slow down and then propel and then slow down, etc etc. Is my power supply too small or something? I have no idea what's going on (I am just glad it works whatsoever because last night I thought I'd screwed up the GPU or motherboard). This my my PC build:

Except I got the SPEC 01 instead of the SPEC 03.

Also just found, when I plug it in, it does the blinking but it is not in all the way. Then my brother pushes it in more and it won't work atall. to ensure that he didn't break my motherboard we unplugged it again, then I plugged t in, it blinked, and then pushed it in all the way and again, it didn't work atall.
