I'd go the Skylake route, it will cost about the same and perform much better. You will also be able to upgrade the CPU if you want to.

There is also the new RX 460 for about $120, so should be within your budget. They should be available within a few days.

Thanks, when building a PC how would I know what parts are best with each other and what my best value for money would be?

On this website there are many articles covering the basics of building your own:
http://www.tomshardware.com/t/build-your-own/
If you have a basic idea on a build you can use the pcpartpicker website to build your own. It enables you to search for the cheapest local prices available, though sometimes you can get some things cheaper on a sale or with coupons, etc.

Amazon is a nice site but I would go with
http://pcpartpicker.com
It lists out parts from different sellers (incl. Amazon) and find the cheapest. You can build your own PC and see if parts compatible with each other.
Like bootcher said, I wouldn't go with AMD processor. SSD is nice but you might want to throw in a 1TB HDD because for me 240GB is not enough for most of my games + windows and some other programs. It all depends though
