Need help with choosing a CPU

So I'm building my first PC and I'm having trouble with choosing a CPU. I narrowed down to the AMD Ryzen series but cannot choose which one. My first choice was the Ryzen 7 1700 model but then I though about getting the 1700x because of the higher out of the box clock speed. Then I started looking at the Ryzen 5 1600x because of the clock speed and the amount of money for it. I plan on using my build to game, stream and do all the rendering for a youtube channel. Also, I plan on overclocking to get to the 3.8/3.9 range with an after market cooler. Any advice would be much appreciated

Also, any advice on what chipset motherboard I should choose would be great too. I just want a mobo that can overclock easily, user friendly BIOS and good quality construction.

Gaming pro carbon is the only B350 MB that supports 1700 well and that is why I recommend this mb. Any X370 and this carbon will do :) Major diff between B350 and X370 is SLI ability and more SATA ports.

Total budget for the build is about 1300, it'll be all US prices. Mostly gaming and streaming, rendering will be so often depending on how much I record. I have a keyboard and mouse

Explaination:
1. The carbon has best VRAM setting among all B350 MB, will be beneficial for overclocking and if considering upgrades to Zen 2 CPUs.
2. 500 GB SSD is very good for rendering
3. If you want 1700, you may cut SSD to 250 gb or mb to less expensive B350 MB. Your call :)

If I were to go with the 1700, would the X370 chipset be better for it than the B350?
