Question Need help with major issue ~ lag whenever i see ANY players online

I'm running an AMD ryzen 5, nvidia gtx 1060, and 8 GB of ram and have been having a crazy issue with Overwatch and Apex. Normally i run a clean 200+ frames on low but recently if I am near players it drops to 7-10 frames on a good day. If i'm in a big fight in OW i straight up freeze. I checked my CPU and I'm not over heating and my graphics card is working at the same efficiency. I saw someone posted the same exact issue 3 years ago and never had it resolved, any help now?

and the cpu/gpu usage during the game?
ram/hdd/sdd usage during the game?
full system spec? include make and model of the psu
