[SOLVED] Need help with memory speed

Ok I feel like an idiot but im totally confused on my memory speed. I feel like I remember buying 3200mhz ram but its been a few years and I cant look up what I bought, the sticks have no markings. My bios says they are running 3200mhz, Ive tried enabling xamp and the "try it" settings to adjust speed and timings. But no matter what I do its listed as running at 1600 in windows but capable of 3200. Ive seen that because it is DDR that dual means its 1600 doubled but its listed as 3200 in bios. Am I just an idiot or is there an issue with my ram?

I have a MSI B350 Tomahawk
Ryzen 5 1600
2x8GB 3200MHZ DDR4
MSI GTX 1060 6GB

your windows might be too old, recent builds should report effective speed
easy way to determine your ram speed no matter windows version
3200 MT/s or 1600 MHz, both are correct
