Hello,
First of all i want to say sorry with my bad English but i will try my best.
Second i already search for solutions of my problem in the internet and in this website but nothing seems to solve my problems

So here we goes, i will tell you about my problems,

Long time ago in 2014 or 2015, my VGA is broken, i notice my VGA broken because there is green crash screen on my monitor ( i find similiar picture with my problem here is the similiar picture like mine long time ago: http://www.tomshardware.com/answers/id-2650744/650ti-broken-weird-double-images-green-screen.html),

after that, i didn't turn on or touch my PC at all, i unplug all cable, and i put my CPU and Monitor deep inside my Cupboard.

after 1 or 2 years (especially) 3 days ago, i planning to turn on my PC again hoping that i can find what is my Video Card type, because i want to buy new VGA card, (i just found in google yesterday my VGA type is NVIDIA Geforce GT 440 LP 2048MB DDR3 128 Bit VGA Card)

but when i turn on CPU, i have new problem,
My CPU turn on normally, All fan is spinning, light turn on, Keyboard light is turn on, etc, the only problems is, The monitor only show "No Signal Detected".

I already did most advices that i found in internet, for example i clean my RAM, etc, but nothing works. I already remove my RAM too, because i read somewhere (I forgot, if im not mistaken that advice is in this website too), they said if i remove my RAM and it makes beeps sound it means that my mother board is fine..

i didn't try to other monitor because i dont have other monitor, the only cable i have is VGA Cable, i don't have HDMI Cable so i cant try to put Monitor cable on HDMI, and my monitor don't have HDMI plug in.

So my question is,
1. is anyone have any idea what is my CPU problem?
2. How can i FIX it?
3. Do you have any ideas what hardware is broken and cause no signal detected after i try to turn it on again after 1 or 2 long years i turn off my CPU? is it still only my VGA Card? or other is broken too? because last time i check (which is 1 or 2 years ago) im pretty sure the only broken Hardware is my VGA Card, but even that time my monitor can still receive signal, and now my monitor can't.
4. I read somewhere, is it true if i didn't turn on my CPU for long time, it can broke CMOS Battery? if yes is there any possible solutions for this?

I buy my PC in 2012,
if you can help me about this problem is really helpful for me because i worry, if i bring it to PC shop near my places, they often SCAM people to buy more than we need.

Thank you for your help

Solution
1. It's possible a new graphics card could be faulty. If your friend is willing have them install your new graphics card on their PC to see if it works.

2. There shouldn't be any compatibility issue between the graphics card and motherboard.

With your graphics card installed, do you see BIOS? If you can, then it could be signs of a driver problem. For that I would suggest booting into safe mode and performing a clean driver installation (including removing old driver if you haven't already). I previously asked about your CPU model. Judging by the motherboard model your CPU should have integrated graphics. I would use that to help you with this so you can see the screen (assuming it isn't a cable problem)...
when you power up with all the parts on, you get the normal post sound? You didn't post your specs, do you have on board graphics? And most important, if your monitor has multiple sources like hdmi, vga etc , is it set to the right one?

To me the situation reads like you were aware your graphics card was probably failing, stored your PC away for two years, brought PC out again and it won't boot up. If the graphics card was indeed failing then it would not have got better since you were aware of it. This would still need to be confirmed.

I will ask what your PC specs are, especially your CPU. If it has integrated graphics then you could remove the graphics card and try booting the PC with the integrated graphics instead. Borrowing a graphics card is probably best to establish whether yours is faulty or not.

I really forgot about my Spec, all i know is my PC is for gaming and have 8 GB Ram,
Anyway today i bring my CPU to my friend house, and use his VGA on me, but same thing happen, no signal detected in his Monitor..

And after he help me take out my Hardware, especially my motherboard, and he clean everything still same thing happen, there is no signal in monitor,,

and after he open the motherboard Fan, and take out intelchip (maybe it called chip im not sure), and he clean it, THEN it Work, it work on his monitor xD

but still when i used my VGA, the screen is blur with green color,, but at least it can send signal to monitor now, and for now all i need to do is buy new VGA 😀,

Thank you guys 😀

It does sound like the graphics card is failing. One last thing to try just in case is to reseat the graphics card. In other words, remove the graphics card and install again. At least you'd know with more certainty the graphics card isn't physically loose in the slot.

Thank you for your sugestion, me and my friend already do that too,
We even use my friend Graphic Card, and when we use his Graphic Card, no blur green color, and everything look normal, like my dekstop screen 1 or 2 years ago,

but when we use my graphic card again, the view on monitor is broken,, so we are sure my Graphic Card is broken 😀

am i correct?
:)

Okey now, i have new problem
I got new VGA card, that i order yesterday

The new VGA card is Radeon R7 250 2GB DDR5 PCIe x3.0

when i put that VGA card on my mother board, VGA card fan is spinning, and looks okey
BUT Again the screen show no signal 🙁

so again my friend come to my place, but when he put his VGA card (geforce GT430), i got the signal on my monitor

and here is my mother board name, i found the box in my closet, the name is "Intel Desktop Board DH77EB", i have 8 GB Ram DDR 3

do you guys have any idea

1. is it my new VGA card is broken? (Because i saw in internet /Amazon, they said R7 240 DDR5. support my mother board type, so i guess this new VGA can also work in my Motherboard right?)

2. or MY mother Board is not good for this New VGA card?

as far as i know my power supply is strong enough, which is 550 W Max/Perk and 275 W Pure/Real Power

P.S. We also try my friend Power Supply and the result is same

Solution

Well when i use my new graphic card i didn't see any BIOS, its only show no signal, But when i use my friend VGA everything look normal, like some years ago, if i use my own old VGA, its broken, and i can only see faulty green screen..although it can still get into the dekstop.

I love for you to help me with that, but i dont know how and i can't now, maybe in Monday?

Because
1. I must sleep now because i will go to work early in the morning until night (2 am - 12 am tomorrow)
2. My new mouse still not arrive yet, my old mouse is broken, so i can't move the cursor
3. yes i have integrated channel, although i don't have HDMI cable, my monitor didn't use HDMI cable, it only use VGA Cable, but my friend lend me his VGA for time being, so i can still turn on the monitor.

and in monday i will go to the store who send me this VGA card,,
But the store said in email there is 2 possible problem

1. maybe my mother board is not compatible enough for this VGA card
2. Maybe this VGA card is broken

but when i see your answer which state my mother board is compatible, i worry the store will scam me to buy new Motherboard 🙁, most of the people in my country experience that kind of scam 🙁

Unless it's a bad retailer then they should exchange a faulty product.

BIOS: The reason I asked whether you could see BIOS when booting up is because if you can, it generally means it's a graphics driver issue. Sounds like this possibility is eliminated.

OS: As long as drivers are available for it I don't believe the OS will be an issue. The r5 graphics card are still fairly modern and not classified as a legacy product by AMD yet.

Graphics card: I would still suspect it's likely faulty because it sounds like the PCIe slot you installed it into is fine (your friend's graphics card works on your PC). It is rare for newer graphics cards not to work with slightly older motherboards, but there have been examples of this being the case. The only other issue which comes to mind will depend on your PC. How did you obtain your PC?

I obtain my PC from shop, and they build it for me in 2012.
anyway here is my PC spec
Intel (R) Core (TM) i5-3450 CPU @ 3.10GHz 3.10GHZ
Installed Memory (RAM) 8.00GB
System Type 64-bit Operating System

I have WIndows 7

My old VGA card : is Digital Alliance NVIDIA Geforce GT 440LP 2048MB DDR3 128 Bit

My friend's old VGA card (which i put in my mother board now): NVIDIA Geforce 430

My new VGA Card (which make my montior didnt work/ no signal display) : HIS Radeon R7 250 PCI Express 3.0 2GB DDR5
can this new VGA work on that type of PC (My PC)

When i use my friend's old VGA card, yes it can show BIOS, although i just realize new problem now with my friend VGA card,, i think its different kind of problem

It work normaly, it can show my desktop, but after i install my friend's old VGA card, and download VGA driver from NVIDIA Website, somehow i stuck in Windows logo (although i can go to the desktop in Safe mode), i ask my friend, he said yes his VGA card maybe broken, because its old.. or is there anything i can do so i can get pass the stuck screen so atleast i can use my Friend VGA card for awhile..

Right. Sounds like a custom build which eliminates the one fear I had about the BIOS which may have prevented the graphics card from working. (Motherboard dependent consideration.)

If a graphics card can show BIOS but not get to Windows then it's often a graphics driver problem. I linked the clean installation of drivers article in an earlier post. If you haven't gone through the process it outlines then it's worth considering to eliminate possible driver corruption.

Graphics cards in PCIe slots are supposedly backwards compatible. Although your PC will only have PCIe 2.0 it, in and of itself, shouldn't prevent that r7 250 working with it. If it isn't working something else is wrong and certainly not a physical compatibility issue with the motherboard.

I think I'm running out of possible solutions for the problem, but for completion's sake there are probably two things I would make certain of.

The first is the motherboard model. While it does sound like a custom build your wariness of being scammed by the business round your way leads me to assume some parts used in the build may not be from the usual manufacturers. Further speculation on my part: could they be using an OEM manufacturer motherboard? As such, download something like Speccy which can identify the motherboard model.

The second is the power supply. While I think it is unlikely it is still a possibility a low wattage PSU may be insufficient to run an r7 250 (generally it seems 400W is an approximate minimum). Knowing what your PSU make, model and wattage is will help in this respect.

I just got back from the shop this evening, the shop keeper said i must update my Bios in my mother board, because my BIOS is still in 2012/2013. so The shop owner give me new address so i can come to the distributor company, because the shop cannot update the bios for me, so they ask me to go to that company.

Is it possible that i need to update my BIOS so this new VGA can work on my PC?
(I don't have any signal in my monitor whenever i put this VGA on)

anyway, my friend VGA is working perfectly yesterday,, in fact its not stuck on windows logo, but stuck on desktop (my desktop has windows logo on it :3), but when i change resolution everything become normal, and working normaly nothing wrong.

Anyway i found a person which have same problem with a same VGA card type,,

Although he still didnt get the answer for his problem too

This is the link
http://www.tomshardware.com/answers/id-2015334/change-bios-installing-gpu.html

And this is my PSU (power supply)
Type Powerlogic Magnum Pro
AC input;
-Voltage: 230V
-Current: 5.0A
-Frequency: 50Hz

DC output;
-Orange:+ 3,3v
-Red:+5V
-Yellow:-12V
-Purple:+5VSB

Max Current output;(same color's order like before)
- 15A
- 22A
- 12A
- 0.5A
- 2A

Max/Perk power 550W
Pure/Real Power 275W

Thats what writes on my power supply

I hope it's an internet link the shop has provided you, otherwise it sounds like an odd way to obtain a new BIOS for a motherboard. But a BIOS update can fix some known issues with a motherboard, but I can't say whether the graphics card is one of those. At the very least a BIOS update should give you a more stable PC. Usually a motherboard manual (hopefully you have one) will provide a guide to updating the BIOS. If not, then the best option is to find out your motherboard model and use a search engine to find a manual for it. Updating BIOS needs to be done with care though because the worst thing which can happen is 'break' the motherboard.

Power supply should be okay, though ideally a better quality one should replace if affordable.

I had a look at that thread you linked. There is a possibility the motherboard isn't supplying enough power through the PCIe slot, but that doesn't get confirmed. It's also possible the graphics card is incompatible for some strange reason (it shouldn't be in the vast majority of cases). In their case though, I don't think enough was done on the drivers to eliminate the drivers being an issue (but that shouldn't prevent BIOS from showing).
