Need Help with Network Adapter

Hello. I'm having problems connecting to the internet. Recently, there was a pretty big storm a few days ago where I live. After the storm passed, I went to get online to do research for a college paper I'm writing. However, when I got to my computer room, I noticed my modem was completely off. None of the lights were on, they weren't solid, they weren't blinking, they were simply just off. I quickly realized, my modem had been hit by a power surge, and was essentially ruined. I then replaced my modem. When I plugged in the new mode, the "Ethernet" light didn't come on, didn't blink, didn't become solid, it simply just didn't turn on. I have an HP Pavilion slimline s5503. I found out, I needed to re-install the Ethernet driver. So, I downloaded the NVIDIA chipset that I needed, re-installed everything, and still, I am not able to connect to the internet. When I try to connect to the internet a message reads "Not connected - no connections are available". When I go to Device Manager, there is a yellow "!" next to my network adapter. I have already re-installed all of my drivers, but yet, I still get the "Code 31" error. I'm not a techie. I have tried almost everything I can think. I've re-installed all of the proper and correct drivers. I don't know the specifics, but I know I have some form of "intergrated" motherboard, I think it's called a "PSYceive", and while I know the manufactuer of my motherboard is NVIDIA, I've already tried to re-install the proper chipsets. I downloaded everthing I needed onto a USB stick, and then transfered it onto my desktop. If I need to post screen shots of "IPCONFIG/ALL", or of anything else, or if more information is needed, I'd be more than happy to do so. desperately need to get my desktop computer's internet up and running again. Note- I'm currently on my laptop, where the internet is working fine, so I know I have a working internet connection. All help, advice, and information, would be greatly appreciated.
