Hello

I don't have much experience with PC builds so I would really appreciate it if you guys would help me out with which parts/specs to choose. As the title states, I'm looking for a new gaming PC and monitor only (144 or 165hz 27inch) that would last very long (4+ years maybe?) and would run everything at MAX FPS constant on ULTRA settings. I am going to dual-screen as well (will use old monitor as the 2nd one).

My budget is around 2000-2800 USD

Main games: WoW, CSGO, Witcher 3, Uncharted 4, Tomb Raider, Battlefront, The Division and a few more

Thanks and will be waiting for a reply :)

You can go for 4K monitor if you like. Here's a little list to choose from.

Amazing budget 4K monitor,
Samsung U28E590D 28.0" 60Hz ($339.99),
pcpp: http://pcpartpicker.com/product/L4nG3C/samsung-monitor-u28e590d

Outstanding 4K G-Sync monitors,
Acer XB280HK 28.0" 60Hz ($518.89),
pcpp: http://pcpartpicker.com/product/hTwqqs/acer-monitor-umpb0ee005
or
Acer XB271HK 27.0" 60Hz ($869.99),
pcpp: http://pcpartpicker.com/product/QZwqqs/acer-monitor-umhx1aa002

If you'd remove the initial monitor from my build suggestion and put the Acer XB271HK 27.0" 60Hz in (which has the same black & red theme as the initial monitor has), the base total would be $2824.21,

Description too.

CPU
Went with the best LGA1151 socket CPU Intel is currently offering, a Skylake family i7-6700K.

CPU cooler
Put in the best AIO water cooler there is. Only the custom made water cooling loop is better than the Kraken.

MoBo
Went with the MSI Z-series MoBo that has controllable RGB LED lights for eyecandy. MoBo's main feature is the ability to OC (overclock) the K-series CPUs and it also supports faster RAM speeds than the stock 2133 Mhz. Since MoBo has LGA1151 CPU socket, it supports current Skylake and future Kaby Lake and Cannonlake CPUs from Intel. For additional info about MoBo, here's a link,
specs: https://www.msi.com/Motherboard/Z170A-GAMING-PRO.html#hero-overview

RAM
Went with the 2x 8GB of RAM at speeds of 3000 Mhz. RAM sticks have red LEDs to match the theme of this build.

Storage
Went with an ultra fast M.2 NVMe SSD for as an OS drive. M.2 SSD is about 6 to 10 times faster than regular 2.5" SSD.
Also added reliable Hitachi 3TB HDD for storage.

GPU
Put in MSI GTX 1080 that is currently 2nd best GPU in the world (the best being Titan X Pascal with a price tag of $1200). GPU also shares the black & red theme i went with this build.

Case
Since case is more of a personal choice, i don't know if you like the one i picked out. It's full-tower ATX case and it's entire side is one big window. It also has very easy access to the case internals and it's front LED fans are a nice match to the black & red theme this build has.

PSU
Your systems power plant comes directly from the best PSU OEM, Seasonic. Fully-modular for making the installation very easy and 80+ Gold standard for efficiency.

OS
Regular Win 10 Pro 64-bit, not much to say about it.

Monitor
Picked a 24", 144 Hz, 1ms monitor for you. This monitor supports the G-Sync, making your gaming even better. Monitor also shares the black & red theme of this build.
"Nvidia G-sync is groundbreaking new display technology that delivers the smoothest and fastest gaming experience ever. G-Sync's revolutionary performance is achieved by synchronizing display refresh rates to the GPU in your GeForce GTX-powered PC, eliminating screen tearing and minimizing display stutter and input lag."

Edit:
If you want to have 27" monitor then here's one of the cheaper ones that supports the G-Sync, Acer XB270H Abprz,

It's up to you to decide if you want a matching monitor and PC set or go with a cheaper Acer XB280HK 28.0" 60Hz monitor and pocket the rest.

As far as my personal opinion goes, i'm too old school to answer if you should go for 4K or not. I'm happy with 1024x768 resolution. :D
That being said, i'd go with the initial 24" monitor i picked and save the rest for something else.
