Need help with new mitx build

Ok so I'm building a mitx build using the hadron chasis because I'm in the army and travel alot and don't want to pay the premium for a gaming laptop. My question is can I boot windows 8.1 from a external optical drive, or do I had to buy the stupid slot loading drive?
It will have most likely:
-evga hadron chasis
-500w 80 gold psu (obviously )
-16gb ddr3 1600mhz corsair vengeance ram
-Gigabyte Z97n gaming 5 mitx mobo
-i7 4790 3.6ghz devils canyon cpu
-samsung Evo 840 120gb ssd
-WD blue 1tb 7200 rpm hdd
-evga gtx 980 sc with reference blower
-os:windows 8.1
 
You dont need 16gb for gaming 8gb is enough you can upgrade later when it wont be enough anymore
You wont gain nothing with i7 compare to i5, i7 is for people that do video editing, recording and things like that
Change SSD to Samsung 850 EVO

Yes you can install Windows from external optical drive or even better from USB flash drive
 
Aha ok didnt know you will record games. If you dont have PC, external optical drive will work just fine.

Dont know if you forgot, but in case you didnt forgot to type K next to i7 4790 and you wont be Overclocking. I would change i7 for XEON E3 1231 V3, Xeon is basically i7 4790 without IGPU and a lot cheaper and you wont need Z97 chipset motherboard with XEON or non-K i7 because you cant OC any of them , but if you need IGPU keep the i7
