Need help with resetting Windows 8 laptop to factory settings

Dell Inspiron 15 with Windows 8 has been awfully slow and when it boots up and gives me the options to refresh, reset and some other things. I want to completely reset but it says it needs a recovery media but I don't have another Windows 8 computer to make one. I have a another Windows 10 computer and also a 16 GB USB drive. How can I reset the laptop to factory settings?
