Question Need help with upgrading my PC - mobo, memory and cooling

I'm thinking of buying the Intel Core i7-10700k OR the I9-9900K (Its currently £330 on Amazon) processor. Which one would be better? and I'm looking for a good affordable motherboard, 16GB memory and a cpu cooler.

The RAM im thinking of buying is Corsair LPX 16GB (2 x 8GB) DDR4 3600 C18 (PC4-28800) 1.35V Desktop Memory. Is this good? I will continue to use my GTX 1070 for now but will upgrade later in the future. My main concerns are a cpu, cooler, ram.

My budget is £300-365 max without counting the CPU price.

My current PC specs are;

CPU: Intel quad core i7-4790K
CPU Cooler: Hyper 212 EVO
GPU: GTX 1070 8GB
Motherboard: MSI Z97-G43 ATX
RAM: Kingston HyperX 16GB 2133MHz (2x8GB)
SSD: Kingston HyperX 3K SSD 120GB
Hard Drive: Stagate Barracuda 1TB 7200rpm
PSU: Antec 750w
 
if you need that much cores, Ryzen 7 3700x or 3800x + A good B550 Motherboard is far more better opt than both intels.

if you dont do RGB rams right now, Klevv Bolt XR or Team Dark Z Alpha, the 3600mhz or 4000mhz from both kits, is better. also for cooling it actually depends on your room ambient,

if you do overclock much and raise some voltage at cpu probably AIO cooling is better, but of you only slight overclock it, than a 4 heatpipe cooler as cheap as PCCooler gi x4s using arctic mx4 thermal paste should be good for long term.

No, I want to go with Intel. So its between those two or I can do the i5-10600k.

What do you mean RGB?
