Need help with USB

I have read all the articles about the program ms has to create a bootable USB drive but when I run it I get

"Files copied successfully. However, we were unable to run bootsect to make the usb device bootable."

Now I downloaded windows 7 64bit from a website and I'm using my laptop which has 64bit and I just don't understand what the problem is. I'm using the USB for a new build
