A comp store had said if the computer use 250 watts that the remiander 100 watts is enough for the x850 series, less demanding. he said it may be the psu or mobo but when i said my x1600 works fine then he said most likely a bad card or slight chance of psu, they want 35 dollars to test it then if it is the psu i need to buy one, not really worth it.

not sure what to do

Rampage:
Since it has been determined that the PSU is the problem you need to stop messing around and either buy a new PSU or take out the graphics card, if you continue to run the card while it is underpowered you can damage the card, not to mention if the PSU fails from over stress there is a real chance it could take any number of hardware with it when it goes, I dont think you want this to happen, so make a choice, spend $65 on a new Antec PSU or take out the new graphics card, you need to do one of the two. If you choose to keep running the new card then be prepared to deal with the consequences.

Also I can't stress enough how important a good PSU is.
There is a HUGE difference between a good power supply like Antec and a generic piece of crap, HUGE. If you want to know why Antec is so good just go to Antecs website and start reading the technical specifications for one of their high end power supplies, you will start noticing why they are one of the best power supply makers in the world, superior design, and quality components, period.

Rampage: you cant RMA the card with an aftermarket HSF they will send it back to you and you will have wasted your money on shipping, I did read correctly that it has an aftermarket HSF didnt I?
Not to mention the fact that durring your own trouble shooting you found out that unplugging some extra hardware resolved the problem, I mean Durr, the PSU just isnt strong enough to do the job, buy a new one, also doing the proper trouble shooting in the first place would have saved you alot of headaches, you are making this harder then it has to be ROFL!
Come on man use your brain, that's what it is there for.

dude you are thick, why did you even come on here asking for advice if you wont take it, the card isnt bad, the PSU isnt powerfull enough to do the job /emote smack

it's called thermal runaway, at least what it sounds like what might be happening. the load resistor starts to lose resistance, which causes the psu to drop less power across the said resistor, thus there is less power available as the load resistor is in parrallel with the load. this causes the psu components to increase the amount of current it is producing at the same time...causing more heat put on the load resistor...etc, etc, etc

that's why they call it thermal runaway. and yes, often part of the problem is capacitors.

I'm not guaranteeing that's the problem, but I think it sounds highly likely the psu needs replacing. I'm using an antec 550w trupower and it's very nice. stable system to say the very least.

I would suggest buying a new psu before you rma the card, if the card is still causing you problems you haven't lost anything as a quality power supply is something that is very necessary to a quality system and it's performance

good luck whatever you decide to do

what card is better x1600 or x850xt pe?

...lets see..which one should it ..be ....it`s like comparing an egg with an elephant...850xtpe is probably 10 times faster than the x1600...will this answer your question?
