Need helping upgrading my graphics card I am COMPLETELY NEW to this stuff....

Assuming it has the standard low quality power supply these systems normally have, wait till the nVidia 1050 cards are out and get one of those. Will be quite a bit faster than the R7 250 and still on lower power use.

Hey man i just looked into my PC and it has an evga 400W and the motherboard is a GIGABYTE GA-78LMT-USB3 that is what i can see from here is there anything else i should look into?
