need info about what a TV card is and does.

I would like to know what a TV card is and what flavors it comes in.
My TV just broke down, an old 17 inch Phillips and it'll cost me 50
euros (I live in Spain) to repair it, so someone mentioned a TV card
fopr the computer and I am thinking along those lines now.

Are they any good? Does one need special software. Does one get the
same channels one gets on the normal TV? PCI, AGP? Are there combined
Video and TV card? Any suggestions from your personal experience. I am
a total newbie in this field.

Well, they work and they often give a sharper picture than a TV.

Yes, included with the card. This is one of the biggest differences in
different brands of TV cards.

Yes (antenna and cable channels)

PCI (AGP is only for graphics cards)

Yes, there are graphics cards with an integrated TV tuner. But if you
didn't want to buy a new graphics card anyway a separate TV card should
be cheaper.
