Question Need info on new dream build!!!

So I am finally putting out to build my dream PC, I already have a decent gaming PC but as for most enthusiasts it is not enough for its time. I have heard a lot about the Ryzen 7 7800X3D being the best gaming CPU out currently, so that is where I have started my PC build. My first question is I've seen some pretty bad reviews for a lot of the new AM5 motherboards and heard that the only really solid one is Gigabytes. Except the only problem is my PC design is white and it doesn't seem Gigabyte has any white AM5 motherboards, so I want to see if there is any other good options that can fit my design. Also I am doing my first ever hardline cooled PC so I need a case that can accommodate the needs for that and because this is my first I really don't know what to look for in cases or even the reservoir, pump, etc. If someone could make a generalized list for ideal parts I would really appreciate it.

USA, budget is pretty high as im looking to build my dream PC, and currently I have a 1080p but im upgrading soon to a 1440p like maybe 120h monitor.

$3000 I have already purchased the CPU and GPU im looing at the RTX4070, in PCPartpicker came out to about $2000 without cooling. But with cooling will prob be about $600 or more.

Here's a thought ... put less money into the cooling and more money towards the gpu and make it an actual gaming rig as in more frames per second.

The only thing i would add to @Why_Me suggestion is going for a WD SN770 drive which is about 150 USD but worth the price premium and downgrading to a 150 USD 240mm AIO as the 7800X3D is not that power hungry.
