[SOLVED] Need Input for Ultra-Quiet <$2,000 Photoshop/Image Stacking Desktop

I am scoping out a new build. I am not going to do the work myself, but I want to get a platform that meets my needs. The local options in Toronto seem limited.

The computers made by a local firm uses Corsair H55 coolers for most or all of their cooled builds, which seemed undergunned for a 9900K doing intense Photoshop work with big files.

I want as quiet and bulletproof a machine as is possible. No overclocking. Also, I would like a platform that I can upgrade by changing out the cpu and gpu, at least for a few product cycles

Budget is max $2,000 US

Windows 10

CPU - 9900K, unless there is a compelling alternative.

Cooler - Noctua D15 or 12

1 TB SSD

64 GB Memory -

Motherboard -

Power supply -

Case - could be pretty big

GPU - nVidia, probably not Quadro, since they made the GTX and RTX 10 bit capable

Any other important parts

I probably have missed some key things.
