Need new GPU . (serious help needed)

Current Specs:
Intel Quad Q9650 stock
GTX 550 ti
8 GB ram
Intel SSD
Windows 10


550ti getting too old for my medium end gaming now adays
I have 900 p resolution and after alot of research i came up with 2 cards
Radeon R7 370 Double Dissipation 4GB
and
Manli GTX 950 2GB
I know u dont need 4GB v ram for 900p gaming but they are same priced here in Pakistan
18000Rs
What do you guys think i should get

Key things to keep in mind before suggesting

I am fine with low settings
dont need constant 60 fps ( fine with anything above 40)
Cant get new processor right now(thats out of the options)
there is litrelly 0 difference in price between the two cards

My main games
Dota 2 Current fps 42 at high maxed
GTA V Low 37 fps
Witcher 3 21 fps at 720 p ( 🙁 )

is gtx 950 gonna get me good fps at low settings in new games?
according to youtube even games like the division runs at 50+ with 1080p at lower clocked quads

The gtx 950 is fine at 1080p most games can even run on high with it, it may be a cpu bottleneck

NV cards' drivers are lighter on the CPU, and are a better choice when paired with older, weaker chips.

At 900p and at low settings I would say at least 60fps in most new games.

It will vary a lot. In some games, expect to be CPU limited in places. Guild Wars 2 is an extreme example, in which there are many places where you will get ~20fps regardless of graphical settings, due to your CPU, but your GPU should max it out pretty easily. Other games, there might be no CPU bottleneck, but you'll be limited to low graphical settings.

I'd say that, overall, the GPU is probably good for medium-ish settings in graphically intensive games, whereas the CPU will be a limit and some, and not in others.

While your CPU is not a bad one, it will be a bottleneck for quite a few newer games. At least with the new video card you can see how things run and plan for an upgrade to the CPU if the results are about the same as with the old card.
