Need new Graphics Card with low budget

My graphics card (AMD Radeon HD 8240) has all the minimum requirements for example, Cities Skylines except one and that is VRAM. I need 512 MB and I have that but I don't have 512 MB VRAM usable. A lot of games are like this but I have only around 493 MB usable. Can I upgrade to a new graphic card with more VRAM for a reasonable price?

if you want a good card for under 150 which is what would call budget a r7 360 would be a good idea if not a gtx 950 with a better cpu like a i3 6100 or i3 6300 would be ideal


You can get something like gtx 950 that will last you a long long time since you don't need anything super strong and you won't have to switch you psu...probabably...later get a new skylake i3 6100. Combine that with the cheapest gigabyte or asus motherboard(that supports ddr4) and some kingston ddr4 ram (8 GB ofcourse) and some better psu. Look for something 430W to 500W that's got 80 plus bronze or gold on it and stay away from raidmax if there are any in your country. Look for coolermaster, evga, chieftec, seasonic or silverstone.
 
Tell me your budget as well so i can find something other and tell me if you want full pc or just gpu. Also tell me what psu you have right now so your gpu doesn't burn down because of 10 euro chinese psu.
