I'm Building a gaming PC on PCPartPicker and i have picked a Intel Core i3-4350 3.6GHz Dual-Core Processor StarTech FAN1156PWM 65.6 CFM CPU Cooler ASRock H97 PRO4 ATX LGA1150 Motherboard G.Skill Ripjaws X Series 16GB (2 x 8GB) DDR3-2400 Memory Toshiba 4TB 3.5" 7200RPM Internal Hard Drive And it said this at the bottom The G.Skill Ripjaws X Series 16GB (2 x 8GB) DDR3-2400 Memory operating voltage of 1.65V exceeds the Intel Haswell Refresh CPU recommended maximum of 1.5V+5% (1.575V). This memory module may run at a reduced clock rate to meet the 1.5V voltage recommendation, or may require running at a voltage greater than the Intel recommended maximum. 1. What does it mean? 2. Am i overclocking?
3. How can i fix this?

It means your spending extra money on memory that you can't achieve the speed of!
The motherboard does not even support anything over 1600

This doesn't mean you can't get it a bit higher but you will need a good bit of tweaking and will see pretty much 0 performance difference unless your doing memory intensive work task which you would be using better supporting stuff anyhow.

I would also question why you think you need 16GB of...

I would also question why you think you need 16GB of memory.
I also would not recommend running a single 4TB drive as your only hard drive.
