Solution
I don't think anything else you can put on that motherboard will help you. You should really consider, if posible to get a new platform.

This the lower decent update I can think right now:

PCPartPicker Part List

CPU: AMD Ryzen 5 2600 3.4 GHz 6-Core Processor ($129.99 @ B&H)
Motherboard: ASRock B450M PRO4 Micro ATX AM4 Motherboard ($79.97 @ Amazon)
Memory: G.Skill Flare X 16 GB (2 x 8 GB) DDR4-3200 Memory ($68.99 @ Newegg)
Total: $278.95
Prices include shipping, taxes, and discounts when available

As mdd1963 wrote you can make it cheaper if you can get a Ryzen 5 1600AF, wich is the same chip as the Ryzen 5...
Can't advise throwing any more money into the old mainboard/CPU/DDR3-based rig, which leads to neading all of them for a substantial CPU upgrade...

Any possibility of upping the budget a tad to near $300 (~40% or so), too allow for a B450 mainboard ($120-ish), an R5-1600/1600AF (the latter is preferable if you can find one at $99 or so), and 16 GB of DDR4/3200 MHz? ($60 or so)...

The GTX1060 is still more than fine for at least medium 1080P in most games; I know, as mine plays BF1 just great..

If you have trouble saving up enough for the system listed above, which I also recommend you do, you can try getting a Ryzen 3 cpu, or maybe only 8 GB of RAM. Both are cost cutting measures, and both can be upgraded later if you decide. If you need to do this, I would recommend only getting 8 GB of RAM to start with, since that is a much cheaper upgrade later on, however it wont save you much money right now.
