Need suggestions on a new budget build.

My old pc finally had the motherboard die. I asked advise on the forum and was told my pc is very outdated and should do a new build. I’m not planning on playing anything but sims 4 Skyrim and the occasional mmog like LOTRO or WOW. My old pc worked fine for me till it died.lol my old pc was built by ibuypower but my friend suggested instead of buying a pre built try building my own. So all the help would be appreciated. I have been reading and watching vids for about 2 months now and decided to finally try it.Now I see some people reuse old systems to build a new one. Can I use anything like my case from my old build? Or just start new. Any and all help will be appreciated thanks

You will need a new OS so I included Windows 10, that took it over $600, but you need it with the new system. Windows 7 won't work and it's getting near end of life anyway.
