Need to confirm a PSU for 5870, and also E7400 processor

Should I get Corsair 850w with 70 amps on a single 12 volt rail. Just for ATI 5870 graphic card, since it uses at least 40 amps.

Would E7400 bottleneck (by how much FPS loss) on the resolution 1920x1080 on highest setting (4x, 8x) (Super-sampling AA, Adaptive Multi-Sampling AA) , just only on gaming and watching Blu Ray Movie (tested perfectly using E7400 on 3xxx and 4xxx ATI series cards).

Any effect if I use 1280x1024 or 1440x900 resolutions (4x, 8x) (Super-sampling AA, Adaptive Multi-Sampling AA) (by how much FPS gain or loss)?

Thermaltake say that this unit can handle a combined +12V load of 56A, which is monstrous for a 650W model.
the fan is a 140mm model rated as pushing 83 cfm at 1900 RPM and this unit has a temperature controlled circuit board to keep noise to a minimum.

^ You dont need an 850W PSU to run a single HD 5870...And from where did you get that info that HD 5870 would need atleast 40amps ?
A high quality 500W+ PSU from Corsair/ Seasonic/ Silverstone/ PCP&S/ Antec EA can run that card just fine...If you are planning for HD 5870 crossfire, then only you would need 850W(Actually even 750W would suffice)

The E7400 is seriously not a worthy match for the HD 5870, but I dont think there would be any major bottleneck with that CPU except in games like FSX and GTA IV as these games run better on Quad...
To reduce the bottleneck, try overclocking that CPU...With a good air cooler and good mobo, it should be able to hit 3.4GHz or above...

And if you play at lower resolutions, your FPS would increase and AA and AF can be turned on even higher...But that HD 5870 can run any game out there at 1080p with max settings...

It said 40 amps is simply minimum amount to run the lowest speed on GPU. My PSU has 41amps, I have issues on the performance and unable to use maximum overdrive stable enough. Like Blu ray movie, E7400 should not bottleneck, then the graphic card bottleneck because there is not enough amps or watts provided. GPU clock is running at full speed but not always running constantly smooth.

I have many bits of un-rendered squares all around the screen if you ever use overdrive. The PSU does shut down since I don't have enough power for the graphic card, processor, and others.

My old E7400 ran at 4GHz rock solid in Prime with an Artic Cooling Freezer 7 Pro and 1.36vcore (400 x 10). Almost no need for a bump on VTT as that thing will hit ridiculous bus speeds. Once I got a Scythe Infinity it was running 4.1GHz (410 x 10) stable with the same settings. I only had the scythe paired with the e7400 for about 14 hours as I won a Q6600 the next day (QuakeCon) so im sure I could've pushed further. So drop a little on a good cooler and the bottleneck will almost completely disappear.

I also kindof agree with Obsidian, a quad will benefit you more in the long run, and a 5850 can be overclocked to run with a 5870.

thats 40amps for the whole system, not just the GPU
