Need to delete all programs and files.

So I'm not sure whats going on with my pc but nothing seems to be working right with games or multimonitor programs or razer synapse, basically everything. Is there a way to delete all files on my computer besides operating system and video card settings all of that. I want it to basically be like I just bought the computer and all the hardware is already installed I would just have to re-install programs that I want.

This might sound really stupid to some but I don't know much about computers and just need a quick fix to everything which would just be to wipe my harddrive of all programs except the important ones. Again probably sounds really stupid to some people but can anyone help me out or give me another solution?

Control panel. Go there and uninstall your programs, then restart the computer. Only thing on your computer is the operating system and the drivers for all the hardware.

Windows 8.1 and windows10 has reset feature, witch does exactly what you want.
It reinstalls everything with options to keep or remove user files/programs.
