Need to limit a device's bandwidth usage/slow it down on a network with a toggle switch

A PC running Win10 is crippling networks when it uploads files. Seems like Win10 will take every ounce of juice that's available, even when it needs to take from others to do tasks.

So basically, I need to be able to limit a Win10 device's bandwidth usage on a network that can be enabled/disabled(literally a toggle switch) whenever I need to do so.
Router/Modem is the ActionTec F2250

I know you use QoS, but I have no idea what I'm doing here... Was poking around on the router, couldn't figure it out, and figured I'd ask my friends at Tom's Hardware for some assistance, lol. Could someone break down what I'm doing, in great detail, when using the QoS to limit speeds?

I see "DSCP Classification" and has things like CS7(111000), CS6(110000) EF(101110)
Number of VoIP Phones, Bandwidth per VoIP Phone

...Clueless. lol.

Without getting too personal... you said the problem happens when that computer UPLOADS files. Assuming you're using a P2P program... why not manually lower the upload speed instead having it set to unlimited from within the client itself?

I should have explained a lot better. The upload isn't a P2P(I don't use P2P at all, actually) it's when you upload to things like YouTube, Facebook, a cloud service, etc. Not only can nothing on the network use the net while the Win10 PC is uploading something, but the PC itself can't use anything while it's uploading. You can't load webpages, you can't use chat services like Steam, Origin, uPlay... It takes every ounce of bandwidth and allocates it to that upload and to **** with everything else that needs done during the time frame. It's insane, I've never seen something like this before Windows 10 came along.

I have an insanely slow connection; 12 down, 3 up... So uploading large files takes forever, so I need the ability to fix it killing not only everything on the network, but the PC itself, too.
