Need to use commands "netsh int ipv4 reset" and "netsh int ipv6 reset" to get Internet to work at speed.

ISP: Telus
Router: Actiontec T2200H
OS: Windows 10
Mobo: ASRock B350 M
Power Supply: Rosewill Glacier Series 600W
PCI adaptor: Rosewill RNX-N250PCe
All my drivers are updated. I’ve also done scans with windows defender, Malwarebytes and CCleaner.
There are no background downloads (checked task manager) occurring.

My internet on one computer has been incredibly slow. All other devices are getting around 3 MB/s (when there is network use, at the moment there are 7 devices using the network), but my desktop I build a month ago has times where it will get less than half a MB, or not even work at all. It is not a router issue, or wifi issue, as the computer has full connection with the router (and returns a ping from the default gateway). The computer also returns a ping from google.com and from 208.67.222.222 (Open DNS). The problem occurs randomly and I have not been able to get it to replicate. If the internet goes down restarting the computer has fixed it so far, but I have not been able to have consistent speeds. Sometimes it will be normal and others it will just slow down to almost nothing.

I have used the following commands to get the internet to work and it returns up to speed.
ipconfig /flushdns
ipconfig /release
ipconfig /release6
ipconfig /renew
ipconfig /renew6
netsh winsock reset catalog
netsh int ipv4 reset
netsh int ipv6 reset

The last two commands is what causes it to start working again.

I’m wondering if anyone can tell me why I need to constantly reset my network and what I can do to fix it.

There is no problem with the router or the connection to it. There are multiple devices all in the same place as the computer with issues and none of them have problems.
