25A means it supports about 300Watts which includes the CPU as well.

A GTX650 uses about 126W under load.

That leaves up to about 174W for the CPU. I don't think there's much else that uses 12V.

So...
To be fairly safe I'd suggest maybe only considering this for a CPU that uses 125W maximum (including draw if overclocked). Lots of CPU's use less than this so you might be fairly safe.

Some cheaper power supplies can die when you add a load even if you are within spec so be warned.

SUMMARY:
Probably will work depending on CPU. I'm always wary to recommend power adapters usually though.
OK, that 450 watt unit has 20 amps output on the +12 volt rail.
A good 450 watt unit has 37 amps output in the +12 volt rail.

My guess is, that the power supply you are using is not fit to power a video card, and that is why they did not put video card connectors on it.

I think you will be okay cause you aren't really using a lot of high power parts, but it would be best if you can find the label on the side, like was shown above. If we can determine the exact max wattage the PSU is rated for, we can take a better estimate if it will work. I think if you have something over 400 W, you will probably okay, since the 650 isn't exceptionally powerful. If it is less, I really wouldn't feel comfortable trying it personally.
