Net Framework Exception Error

I was wondering if anyone happen to know what this error is, I get it when doing a few diffrent things, such as installing custom themes, which I have done for awhile but now I get this every time I try. I have run a sfc scannow a couple times, and made sure that I had ownership of the proper files for themes etc....Any help would be much appreciated. As you can see this time I got it when starting Ultimate Windows Tweaker to set some things back to default. Thanks in advance.
