Netflix freezes my computer, followed by loud buzzing noise.

When I watch Netflix my screen will freeze between frames then I'll get this matrix-esque buzzing noise and must hard restart my computer. I've played intensive games like Need for spped 2016 and The Division with zero crashes or problems but as soon as I watch Netflix, It will crash.
I ran prime95 and furmark with good results. I'm running windows 10 and could not boot the memtest but I used the stock windows memory tester and passed.

Test Netflix with a few browsers, try Chrome/Firefox/I.E., see if all of them have the issue. Do other online video sites have the same issue? YouTube or Hulu working OK?

Crashes on Chrome and I use the Netflix App on windows 10, which also crashes. No other sites are giving me issues.
I'll try and see if it still crashes on Firefox and I.E.

So basically, my computer will make a constant "Thinking" noise and the second power light, which usually flashes very little, will become solid and anything I'm doing starts to lag up to the point I can't do anything, or it will crash like I said above. Since my original post this has happened less often but it did happen during a session of gaming on The Division, but it still mostly happens when watching video. Even if i manage to close netflix or whatever the lag and noise don't go away unless I hard restart. I also experience bouts of random lag when not gaming or doing anything in particular, if its related.

This is a different issue than just crashing in Netflix. "mostly" and "only" will end with with very different analysis and troubleshooting steps.

Have you tried a new Windows setup?

I get high memory usage alerts a lot, no matter what, from Norton and I've fixed everything that would cause it from the software itself, but it keeps happening.

That's re-installing Windows clean. If it's a pre-built system it will have a recovery partition you can boot to and start a clean setup. It wipes the computer and sets it up like new. You need to make sure your files and settings like Favorites, Desktop, My Documents, etc... are backed up first since the recovery wipes all data.

What's possible? Re-installing Windows? Sure, just install it the same way you did it the first time. Just get your files and any settings you want to save backed up to an external drive.

When you do a clean setup you want to backup your files and any settings you changed, Favorites, My Documents, if you save email locally save those files. During the Windows setup you can delete the partitions from the drive, that will wipe the existing setup, you don't have to do anything beforehand.
