Netflix inconsistent fps Windows 10

I just got a new Windows laptop to replace my 2012 macbook pro. Eveything about it is great except netflix will drop frames. It will be running at the smooth 30 fps but then for a few seconds it will drop down to maybe 15fps and then jump back up to 30fps and keep going back and forth. I know it isn't a network issue because I can stream 1080p60 content from Youtube with no hitches. What could be the issue? I also have the latest nvidia driver installed as well.

yes I was in chrome but the issue persisted on ms edge as well
