Network jitter on a single computer

I have jitter on one of my computers. It started recently, and could potentially be related to my new motherboard, but not sure. When i use pingtest.net, i am seeing high jitter on every few tests i run, sometimes as high as 300ms of jitter. I do not see this on my other computer. Both computers are wired, and i swaped the cables between the two to see if it was a cable issue, and it was not. Any idead what could cause jitter to appear only on one computer. The affected computer is an intel skylake i5 on a ASUS ROG Hero motherboard. I am using a tp link router. The issue started a few days ago, and it may have started when i got my new motherboard. Any ideas?

It depends how much the jitter is. Less than say 10ms could be a issue with how things are being measured. Very small amounts will not cause a issue

It pretty much has to be a driver issue. Make sure any form of accelerator or prioritization software is disabled. This is particularly true if you have a killer chipset in your machine.

All you can really do is try other driver software and hope to get lucky.

You might try a very old tool called iperf and see if you see jitter between the machines in your house. It would eliminate any router or internet strangeness causing it. The tool is very simplistic so it is not affected by things like disk delays or memory issues.
