Question Network Lag/Drop-out

Hi Guys, Ive recently bought a new PC, everything is new in it expect for most of the drives and the GPU which I transferred over from my last PC.
All I have done is installed a new OS, drivers, tools and steam.
The issue im experiencing is that while playing games, or at least thats just when I notice it, I get desync, all of a sudden players will move to different places in a frame, discord will get disconnected.
Knowing that discord and the game stop network activity at the same time, its obviously not a game server issue.
Ive downloaded the tools for the network adapter and gone to device manager and updated the drivers and nothing is seeming to stop it.
The motherboard is a MSI X470 gaming pro carbon and Ive installed the Intel PROSet adapter configuration utility.
still having no idea what the issue is I tried to ping google servers to get a idea, dont know if it will help.
Most of the time the ping requests will come back as 15ms but now and then i`ll get a random high value.

Any help would be appricated.

Update:
I tried a different computer in the house and got the same sort of results.

Your ISP is probably where the fault lies. That ping time is crazy high, and will cause exactly what you described in your games.
