Question Network Throttling After Reset

I wiped my PC last night, factory reset through the windows option, and since, my downloads on steam and other launchers (battlestategames for example) have been SUPER slow, same for browser downloads. And whilst downloading it's painfully slow to load web pages too. I should be on around 150mbps (15Mbps~) whilst downloading, though i usually get 7-13Mbps based on server, platform etc. I've tried all the netsh resets, flushed DNS, winsock reset etc and i'm still stuck downloading at like 400kbps to 2Mbps, the downloads start really high, and creep down to kbs in like 5-10 seconds.. Any advice here will be appreciated.

After wiping the PC and reinstalling Windows did you manually download the applicable network adapter drivers via the manufacturer's website?

If not then do so. Next reinstall the drivers and reconfigure for your network.
