Could anyone explain to me why my r9 290 running at 1125 mhz and a fx 8320 running at roughly 3.6 to 3.7 boosted with 8 gigs of ram cant even keep a constant 60 in like any game except csgo even then it still stutters at times and have all background apps closed except for skype and steam and origin and after doing a fresh reinstall of windows and deleting all old files? please if you can help itd be appreciated because ive had this issue for over a year and still have yet to find anything that helped. Ive tried almost everything would love to get help since this seems like the place itd be answered

What games? Several of them an 8320 is a turd trying to run. Others not so much. What board do you have? Many don't "fully" support "8" core chips.

Monitor your cpu frequency, there's good chance that boards weak vrms are throttling tbe cpu.

Its only staying at 3.5 to 3.7ghz depending if it wants to turbo boost

760 chipset with no info whatsoever about how many CPU VRM it has, most likely 3 or 4 so definitely not enough for an FX-8xxx CPU.

I'd suggest going directly to a new CPU+ mobo, either Intel or if you want u can wait for Ryzen and see if it's worth it.

I bought the pc from IBUYPOWER so id have thought theyd put a decent motherboard in the computer do you think putting a Athlon x860k until ryzen or maybe after i get a couple hundred within the next month for a intel be worth it as of now?

If you get a cheap FX-6300 it should run better, another possibility is to turn off 2 or 4 cores of your FX-8320 from BIOS, though i can't assure that will really fix your problem.

Buy 6300/6320/6350 (any will work) sell 8320 on eBay. If you buy the 63*0 on eBay you "should" actually make some money

Go with intel i5 if you want to play fallout 4 or BF1. the Intel chips are a lot faster than anything AMD has to offer.
