Question New 165HZ Monitor Flickering

I got a 165hz monitor before and I noticed the screen would flicker at random times, I went and replaced it and now 3 days later the monitor is flickering again. The monitor I got is a Acer Nitro 23.8" FHD 165Hz and I have an RX580. I have a feeling it must be the settings in my pc or something causing it to flicker because what are the chances both monitors have this problem? Does anyone know how I can fix this? My old 60hz monitor never had this issue, but now I have this problem with a 165hz one, I replace it with another, and the problem still persists.

How are you paired with the discrete GPU and the display? Include the model for your Acer panel and perhaps a link to the RX580 you own. How old is the PSU in the build, alongside it's make and model? What version of Windows 10 are you working with?

I tried pairing using hdmi and the dp cable that came with it as well as my own spare I had, the acer panel I own is https://www.bestbuy.ca/en-ca/product/acer-nitro-23-8-fhd-165hz-2ms-gtg-ips-led-freesync-gaming-monitor-xv240y-black/14472744 and the RX580 is https://www.amazon.ca/gp/product/B0711QH8ZS/ref=ppx_yo_dt_b_asin_title_o00_s00?ie=UTF8&psc=1 and I've had my PSU since december of 2019, the psu is https://www.amazon.ca/gp/product/B01MRW2K79/ref=ppx_yo_dt_b_asin_title_o01_s00?ie=UTF8&psc=1 and I'm currently on the latest windows 10 software. My concern is I have no idea if it's the gpu or the monitor, my other 60hz monitors don't have this issue however only when I go to 165hz or 144hz I get this problem
 
Hi, I have the same issue with a Huawei Mateview GT 34" at 165Hz and 144Hz. The horizontal lines does not appear at 120Hz. Sorry if I'm reviving an old post.
