Question New 4070 TI Super pulling 60-80 watts only and causing stuttering and lags

Hi everyone, so I just upgraded a couple of components in my PC i got a Ryzen 7 5700x3D and 1000w FSP gold PSU and PNY 4070 ti super GPU, since i installed the new components all of the system is stuttering and lagging and dropping frames, i've been troubleshooting and reached the conclusion that it is smth with the PCIE 4.0 support for some AMD MB, i changed it to be GEN 3 and once i changed it and ran FurMark I saw the card puling 230+ Watts, but then i restarted again and the issue went back and still not able to pull any power higher than 60-80

Troubleshooting Done:
1-Clean windows install
2-Flash Bios
3-Install new AMD chipset drivers
4-DDU and install new GPU drivers
5-Changed PCIE X16 Config to be GEN 3 only instead of Auto (Worked once and once restarted issue reappeared)

CPU: Ryzen 7 5700x3D
CPU cooler: MSI MAG CORELIQUID M360
Motherboard: Aorus B550 Elite V2
Ram: 2x16 3200 Mhz
SSD/HDD: 1 Nvme 256gb , 1 Nvme 2TB
GPU: PNY 4070 TI SUPER
PSU: FSP 1000W Hydro G pro
OS: Windows 11
 
PNY doesn't make a PNY 4070 TI SUPER with an 8-Pin connector that I can find. Do you mean to say that the 2 8-Pin to 12vhpwr 16pin is being used?

Im wondering that too but they say not using converter cable so think that means not the adapter the card comes with. If so, had someone recently only connected one of the eight pins not both and was power limited. My guess here is sense pins aren't connected properly.
