The gist of the problem is this:

I was playing Payday 2 and it had stopped responding so I alt-tabbed out of the program to force it closed via task manager. The program did close but afterwards my computer proceeded to freak out (opening a ton of random programs, launching them over and over with out me clicking them.) So I decided to reboot via my power button and now it refuses to boot (Fans are on, video card fan is spinning, lights on mouse are on, but no display).

The only thing I can trace this too is my recent update to the new AMD Catalyst Omega update. I have already tried clearing my CMOS.

Relevant specs:

Video Card: R9 270

Motherboard: Gigabyte 970A-UD3P

Thanks for all the help!

Could you hook up your display directly to your motherboard, try to boot into safe mode from there, and uninstall CCC and all display drivers? If still no display through motherboard, I'd take out the GPU and try again.

My motherboard doesn't have any display outputs unfortunately. The only thing I have laying around is my old R7 260x; would that work?
