My specs are:

CPU: AMD Ryzen 5 5600 3.5 GHz 6-Core Processor

GPU: SAPPHIRE PULSE AMD Radeon RX 6600

Motherboard: MSI B550M Pro-VDH

Memory: TeamGroup T-FORCE VULCAN Z 16GB

Storage: WD Black SN770 1TB

Case: Corsair 4000D

PSU: Gigabyte UD 750W

Operating System & Version: WINDOWS 11

GPU Driver: AMD Adrenaline Edition 23.7.2

I had constant stuttering in multiple games and I'm getting low timespy scores on the CPU.
I've changed my power plan to performance, attempted to use Ryzen master, which didn't work.
I messed with the AMD settings and toggled things on and off.
This didn't work.

I want to identify what component is causing the issues.
Both CPU and GPU are underperforming in Timespy.
My CPU has a score of 7748 and my GPU has a score of 7935

Any help is appreciated.
 
did you install windows freshly with this rig?

BIOS of the motherboard is up to date?

to have a look what the problem could be:

Reset the BIOS by jumper clrCMOS or JBAT or similar (eventually you will have to set the boot priority correctly after that)

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

I did install windows freshly. I actually reinstalled twice. BIOS is up to date.
I already reset CMOS
I'll check integrity and test a clean boot, then get back to you.

Alright, clean booted and nothing changed. No problem with the windows install either.

Are you sure that BIOS version 7C95v2G is flashed?

the SSD might have a problem, check with wd dashboard and update firmware if available

your background was very high, try not using anything while benchmarking, to avoid wrong conclusions
Background cpu is high, but the only application on was userbench.

WD Dashboard has a gaming mode option, so I'll try to enable that. Firmware is up to date though, on both the SSD and motherboard.
 
Benchmark scores depend on many things.
I used to play the benchmark game.
The top scores are with nothing installed or running but windows and the benchmark you are running.
Installing anything else will reduce your score.
Back in the day just installing microsoft office( which always loaded and run in the background) would drop scores by 10%.
The more you install the more scores drop. many programs load on start up and take resources and memory, even though you are not actively running them.
Check your "startup tab" in task manager and see what all you have running in the background.

The game Dragon Ball Z Kakarot is limited to 60fps max


you can check your temperatures, the lower the better the more power can be provided

you can check your temperatures, the lower the better the more power can be provided
Kakarot is hitting 60 fps but the frame times are all over the place.

Have you checked your startup folder?
Are you trying to run the game @ max settings?
The more information you provide helps us understand what might be happening.
It doesn't matter what settings I run the game on, there's constant stutter and bad frametimes. I've run it on low settings and still get stutter. This install is like a day old, so I only have AMD Adrenaline, Steam, and the preinstalled windows services. I used Intel Presentmon to track FPS and frame time. FPS stays at 59-60 on max but frame times during combat are all over the place. It also reports presented fps at 56. I don't really know what 'presented' fps means.

I'm just going to add that my gpu usage hits like 30% but my cpu is at 2% while gaming.

didn't install Store MI
Turns out the whole cpu usage thing is displaying incorrect.
SSD is installed
There's only one nvme ssd slot on my motherboard.
Ram is installed in A2 and B2
 
M.2 should be 2 slots, one with a heat sink above the 1st PCIe slot and the other below it. try the one with the heat sink.
