I would not recommend buying PSU that were manufactured in 2021 but sat in shelf unused for 2 to 3 years. capacitors age/degrade fast if unused.

personally would go a 280mm aio or a noctua NH-U12A min on a 7800x3d cpu a cheaper option is a push pull upgrade on a deepcool ak500 normal or digital for a little rgb and live cpu temps displayed !!

ive personally used a arctic freezer ii 420mm and NZXT x63 280mm a noctua NH-U12A and the deepcool ak500 digtal using the push pull config fans off my U12A on my 7800x3d ..

420mm 75c in cinebench r23
280mm 83c
U12A 80c
deepcool ak500 digital 83c 88c

while the ak 500 has a bigger fin stack the U12A has more heat pipes 7 per side VS 5 per side on the AK500 !!

which has kinda taught me bigger fin stacks dont mean much over more heat pipes !!

That said the noctua NH-U12A is not cheap $240aud plus i paid 64 aud for the heatsink cover for a little bit extra bling ..

Arctic freezer ii argb 280mm $ 159-179 aud currently so much cheaper and personally id think it would do a better job with AMD offset cooling than the NZXT x63 and most likely the NH-U12A !!
