New and Old GPU stuck at black screen

So I am fairly good with computers and have built many, but I went to change my girlfriends GPU from a gtx 760 to a gtx 1060.
Switched them out and when I went to boot up it just goes into this "Please Wait" screen with spinning dots loading and then it will have some super super quick flash of some sort and then it will go into just a black screen with a cursor. No sticky keys warning will pop up, no controls pannel or task manager, nothing.
So I thought the BIOS needed an update since its from 2014. I plug the old GPU in to do that and now its giving me the exact same black screen with a cursor error with even the old GPU plugged in!! I'm so stumped! I've used four diff cards all give the same screen even the one straight from my gaming PC so I believe its something in the BIOS. I tried steering optimization to default but I still get the same screen. I'm 100% stumped and we are short of cash to bring it into a shop.
Any help is appreciated!!!

UPDATE: SO it turns out after trying my GFs HDD on my PC it gave the same black screen result and my HDD worked on her PC so WIndows got fried.
Any ideas how to install a new version of windows on a HDD that is at this state?

Full specs please.
Also try ctrl+shift+win key (the windows icon key)+b.
Sounds like the gpu driver is preventing the os from booting.
 
Motherboard is M5A97 LE 2.0
8GB RAM. 550w PSU G4400 CPU.
The Control+Shift+winkey+B doesnt work either.

I know this is the weirdest thing ive seen in a long time and i've built 12 GPU mining rigs.....
I was sure plugging in the old GPU would do the trick to update the BIOS or do whatever to try and troubleshoot the 1060 but nope LOL.
 


There is something wrong with your specs since you are listing an amd board and intel cpu.
