Question New Battery Not Charging

I'm attempting to restore a DELL LATITUDE E5420. I put in a new motherboard with an i5 2540m CPU ( replacing an i3 2330). I put 8 GB of RAM in. I replaced the DC jack and new battery. I also have a new charger. I've tested jack and charger with a multimeter and they are fine. I also had to replace the power and volume circuit board. I reinstalled OS (Windows 10). Everything works great EXCEPT the battery will not charge. I've tried 2 batteries. They show that they are recognized in Windows but not charging. I ran the Dell onboard diagnostics and everything passed. What could be wrong? Any ideas would be appreciated.

If the batteries were "compatible" and not dell oem replacements, perhaps they did not include a chip to manage charging.
