Want a new build to hook up to tv, with desired results at least 1080, 4K for less demanding games, at 40 to 60 FPS with the eye candy turned to max/ultra.

Most builds/advice focus on max frame rates which I don’t need and can’t use above 60 Hz.
Was thinking an AMD 2600 or 2700 paired with an RTX 2060. Would have SSD and 16Gb ram on probably a B450 mobo to save money.

Games I want to play range from Witcher 3, RDR 2, FF7 remake when eventually ported to pc, etc as well as newer single players.

Would a 2600 or 2700 with a 2060 fit my needs, or even be overkill? Want to go with older zen+ to save $ but like rtx 2060 for future ray tracing possibilities. Any thoughts? Basically want a console killer relatively cheap with upgrade abilities.

Solution
I'd also go 3600, it's around the same price as the 2700x, and should be slightly faster for gaming. If you're planning on streaming, swap to the 2700x for the added cores. Price is close, so this list should stay relevant. Will be a strong cpu for 1080p. I'd also opt for a 5700xt. Same or similar price as 2060S and performance closer to a 2070. I think I saw something about amd doing raytracing, but could be wrong. So swap to the 2060s for the same price if I am. The psu I chose was just close to the top of the list on pcp, too could go slightly cheaper, just make sure its quality. Never skimp on psu. This should be a solid budgetish build with long life at 1080/60. Yes itll be overkill currently, but should last you several years...
