New Build 1000-1200 price range

Looks like my 5 yr old cpu and or motherboard is taking a crap so i'm looking to do a new build and would like to know what is a good compatible processor, motherboard, ram,500 gb ssd drive, and video card if I need the card. I have a case, a seasonic 760w power supply, cooler master cpu cooler, NVidia gtx670 2g card I would like to re -use if possible.
I will be using the pc for some editing, no gaming, google earth work.
What I have now is intel i7 3770k processor, asus z77 motherboard, 16 gb ddr2 ram, dvd and blu ray burner, and the others I mentioned above I want to keep if possible, that way maybe I can put more money towards the things I need.
Also, I have a windows 7 disk, am i able to use that and still do the windows 10 upgrade?
Or.... would it be better just to by a prebuilt unit.

It depends on what games you play, you can decide if the upgrade is worth the money. 8700k + 16gb ddr 4 + good Z370 MB is ~$650+. GPU price is crazy atm, 1060 6gb is ~$500... A well-priced prebuilt may be also considered.

When you say it slows down, can you describe in details? A fresh install of OS and clean dust inside case may help you boost the speed. Worth a try.

I don't game. Having a lot of issues with pc, it wont turn on unless I unplug everything. then sometimes when I start it,itruns for 30 seconds, shuts down and reboots itself and I have nothing on the monitor. Have to do a hard shut down, unplug everything again and wait and hope it fires up. when it does work it works flawless. I go to shut it down via through monitor, screen goes off but pc still runs for hours, I have to hard shut it down, weird issues. I did a windows 10 recovery. if its just the processor I would love to just replace it but I have no idea what the issue is

York PA, and actually that was my first thought, but buddy of mine said if it turns on it cant be psu

Sadly troubleshooting those kinds of things means having access to known good compatible hardware.

CPU motherboard and RAM would be the quick fix, and well within your budget. It could just be the motherboard though, so replacing that or getting access to one to test with might be worthwhile.

Z370 board, i7-8700k, and 16GB of DDR4 is going to set you back about $800. A 500GB SSD can be had for pretty cheap in SATA format, but if you want increased performance you can get an NVMe SSD for around $150-200. No need to replace the GPU if you still think it works. Simple test would be to take it out of the computer and run off the onboard for a while, if the problem goes away it could be the GPU or the power supply at fault.
