I recently built a PC with the following specs:

CPU: Intel Core i5-13600K 3.5 GHz 14-Core Processor
CPU Cooler: be quiet! Pure Rock 2 Black CPU Cooler
Motherboard: ASRock Z790 PRO RS WIFI ATX LGA1700 Motherboard
Memory: G.Skill Ripjaws S5 32 GB (2 x 16 GB) DDR5-6000 CL36 Memory
Storage: Western Digital Black SN770 2 TB M.2-2280 PCIe 4.0 X4 NVME Solid State Drive
Case: Fractal Design North ATX Mid Tower Case
GPU: 2070 Super
Power Supply: Corsair RM850x (2021) 850 W 80+ Gold Certified Fully Modular ATX Power Supply

I ran 3DMark benchmark test and noticed that some of my CPU cores quickly got into the mid 90s.

Is this an issue? What's going on?

Relatively small CPU cooler for a power hungry CPU. The good thing is you don't run benchmarks as your normal activity. Monitor temperatures when you are gaming or whatever else you do, then you can start to worry about 95C temps.

150W cooler on a 120W TDP BASE cpu, max boost 181W, stock. So if you have any fancy motherboard overclocking features turned on, easily well over 200W.
