After many fine suggestions I have revised my build. (Now more expensive and about 100$ over original budget.
This is my part list.

What I'm buying now:
Intel Core i5-4690K 3.5GHz Quad-Core Processor
MSI Z97 PC MATE ATX LGA1150 Motherboard
G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory
Seagate 2TB 3.5" 7200RPM Hybrid Internal Hard Drive
EVGA GeForce GTX 970 4GB SSC ACX 2.0+ Video Card
Cooler Master Storm Enforcer ATX Mid Tower Case
EVGA 750W 80+ Gold Certified Fully-Modular ATX Power Supply

What I'm buying later (when i get the money)
Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer
Better CPU cooler (since i have OCing abilities now.)

Is everything compatible? Are there better options for certain components that are cheaper than those listed. Must be cheaper I'm already over budget.
 
There is nothing that is incompatible however I don't think you should go cheaper on anything if you want better overclocking results in the future.. these parts would come handy when Ocing.. good luck with ur build...
 
* MSI Z97 PC Mate is not good mobo for Overclocking, get either ASUS Z97-A or Gigabyte Z97X-Gaming 5
* You need a aftermarket cooler. Get CM 212X
* ASUS Strix GTX 970 is the cheapest of 970 series, you can get that.
* Get Deepcool Kendomen instead of CM Storm Enforcer [That Case already comes with 5 Cooling Fans & half cheaper]
* Get either EVGA GS 650W or G2 650W, never buy EVGA 750G/650G or G1 750W/650W.
 
It all depends on your budget and what you plan on doing. If you want to OC past 4.5 ghz, then the PC Mate is not the way to go. However, seeing that you are already over budget and this will be your first OC, I think the board will suit your needs. Many people have had successful experiences using that combo. Should you decide you want to really push the chip, then you would need to get a high end mobo. However, if you can afford it, I would definitely get either the Asus or Gigabyte board right off the bat. Rabab gave some great advice regarding your other components :)
 


I had always thought that those PSUs were fine until I recently heard otherwise on these forums. I would be interested to hear a full explanation as to why one should avoid them, but in the meantime his suggestion gives you an opportunity to save some money. An EVGA 650w G2 PSU is about $15 less than then one you selected. 650w is still plenty of power to get the job done, and I suspect the G2 PSU will also be more reliable. I would also strongly recommend the case he listed, it is much cheaper, has five fans, and even looks easy to build in.
